During the early morning hours of 9-06-2020, Detectives with the Raleigh County Sheriff’s Office were able to identify the suspect responsible for the shooting that occurred at the Shady Spring Dollar General late on 9-5-2020. The suspect, Justin Bailey age 22, was located at his residence at the Maxine Apartments in the Crab Orchard area of Raleigh County. Upon attempting to interview the suspect, it was discovered that the suspect was likely barricaded inside the apartment with a firearm. The Raleigh County Sheriff’s Office SRT was then called in to assist. Once contact was made with the suspect, it was confirmed that he had indeed barricaded himself inside the apartment and was armed. Deputies trained in hostage negotiation began negotiations with the suspect. The suspect refused to come outside or disarm, but agreed to allow his wife and children to leave the apartment. Negotiations with the suspect eventually failed, and he shot himself. The suspect was transported to a local hospital where he died as result of his injuries.
The victim of the original shooting is identified as Steven Hershel Lilly age 28 of Shady Spring. The victim remains in a Charleston Hospital in critical condition at this time.
